 Ese Oruru, a 14-year-old girl who was allegedly abducted from Bayelsa state and married by a man in Kano, has been reportedly released.
Ese Oruru, the 14-year-old teenager who was allegedly abducted and married by a Kano man. The girl’s release was confirmed by several media resources, however, the exact date when Ese will return home is still unknown, she is currently in police custody. It’s also unclear whether the abducters who violated the country’s laws will be prosecuted.

News filtering in has it that President Muhammadu Buhari has appointed Sunday Aghaeze as his personal assistant on photography. 

According to the News Agency of Nigeria (NAN), the appointment confirmed by the Secretary to the Government of the Federation (SGF), Babachir Lawal, takes effect from June 1, 2016.

 Aghaeze is an award-winning photo-journalist and prior to his appointment, was a photo editor at This Day newspapers in Abuja. 

The vastly experienced photojournalist holds a post-graduate diploma in Business Administration from the University of Abuja, a Higher National Diploma and National Diploma in Mass Communication from the Federal Polytechnic, Oko, Anambra and Auchi in Edo, respectively. 

Aghaeze had also covered the UN, World Bank, IMF, African First Ladies’ activities in several countries in the Americas, Europe, Asia and Africa. He is also an award-winning photojournalist, having won the 2007 Best Photo Journalist of the year, and 2010 second runner up photo journalist at Professor Wole Soyinka Award 2010, among others.

 South African mobile phone operator, MTN Group, withdrew its lawsuit against Nigeria’s regulator over a 3.9 billion dollars fine and paid 250 million dollars toward a possible settlement. 


A judge in Lagos last month gave both parties until March 18 to reach a settlement. The settlement was opted for after MTN had asked the court to arbitrate over the dispute, saying the Nigerian Communications Commission (NCC) had no legal grounds to order the fine. MTN said it would withdraw its court challenge in an effort to reach an amicable settlement and make a “good faith payment” of 250 million dollars toward a possible settlement. The group makes most of its sales in Nigeria, “This is a sign that the fine could be reduced much further. “There is some sort of negotiation taking place and the parties are migrating toward a common ground,” said Dobek Pater, Managing Director of Africa Analysis. The original penalty was based on fining the company 1,000 dollars for every unregistered SIM card in use. Shares in MTN, which are down about a third since the fine was first announced in October, rose 1.3 per cent to 129.53 rand (8.34 dollars). Nigeria has been trying to halt the widespread use of unregistered SIM cards amid worries they are being used for criminal activity, including by the Islamist group, Boko Haram.

– Speculators disappointed as naira strengthens against dollar for third consecutive day – IMF persuades President Buhari to remove foreign exchange ban There is confusion in town over the exchange rate of the dollar to the Nigerian currency as Bureau De Change (BDC) operators are saying that it is now N305/dollar. Naij.com gathered from a reliable source in the foreign exchange market that the Nigerian currency, up from its steady rise within 48hours, has risen steadily against the dollar in the wake of President Muhammadu Buhari’s insistence that he does not support the devaluation of the currency. Speculators had been shocked by the consecutive rise on Tuesday, February 23, as they had predicted an all-time rise from the initial N400 (an all time low) to about 450/500 in the coming days. There are further speculations that the amount, up from an initial N364 from Tuesday, is now at N305, while there are also unconfirmed reports that it may slip further before the end of the day. Meanwhile, the International Monetary Fund (IMF) has persuaded President Buhari to adopt a sound petroleum industry bill (PIB) as well as expunge restrictions around foreign exchange policy. While the PIB had been in the works since 2007, it has been dogged by political controversies as well as opposition to the fiscal terms by international oil companies. The present administration has adopted a fixed forex policy that also does not include the allowance of 41 imported items, and this has been criticised from different quarters. According to The Cable, a statement detailing IMF observations about the Nigerian economy after its visit in January, its senior resident representative to Nigeria, Gene Leon, said: “growth is projected to improve slightly to 3.2 per cent in 2016 but could rebound to 4.9 per cent in 2017. “In the light of the significant macroeconomic adjustment that is needed to address the permanent terms-of-trade shock, it will be important for Nigeria to put in place an integrated package of policies centred around: fiscal discipline; reducing external imbalances; further improving efficiency of the banking sector; and fostering strong implementation of structural reforms that will enhance. “The general government deficit is projected to widen somewhat before improving in 2017, while the external current account deficit is likely to remain flat at 2.3 percent of GDP. Man arrested for pouring 'strange' water on prophetess Kazeem Ariyo, 39, has been arrested and docked on Tuesday, February 23 after reportedly pouring strange water on a prophetess. He said 600,000 out of 1.1 million under-5 in the state were suffering from malnutrition. The PDP chairman begged aggrieved members to work with him in order to reposition the party ahead of 2019 general elections. He made this plea when he formally took over as the chairman of the party promising that he will work with relevant organs of the party to ensure that PDP conduct credible congress and convention. Sheriff dismissed the widespread calls by some members that he should resign his position explaining that his resignation would not be in the best interest of the party, adding that he was drafted by members of the National Executive Committee to reposition the party.

The former governor was responding to call by the PDP Rescue Group who on Sunday that asked him to resign his position as his appointment was not popular by the generality of the people. In a related development, a former avaition minister and chieftain of the PDP, Femi Fani-Kayode had insisted that Sheriff has ties with Boko Haram terrorists and cannot lead the party. Or are they also saying President Buhari could have allowed his own daughter to marry the son of Ali Modu Sheriff if he was indeed a Boko Haram sponsor?” He described those linking Sheriff to Boko Haram as mischief makers. Fayose noted that Sheriff’s emergence as chairman was constitutional as all stakeholders like the National Working Committee members, governors, senators, House of Representatives members, BoT members and others took part in the processes. He therefore called on all those aggrieved to “sheath their sword and deploy their time and resources into fighting the All Progressives Congress (APC) instead of their own party.”

The Ekiti governor added that the PDP can only be re-positioned when decisions of the party leaders are respected. Sheriff was picked as chairman by the national caucus of the PDP comprising of some governors, members of the National Working committee and the leadership of the National Assembly on February 16. His appointment as the national chairman of the PDP has been greeted with criticisms, even from party members. Doyin Okupe, a former senior special assistant on public affairs to ex-president Goodluck Jonathan described Sheriff as a wrong candidate who was coming in at a wrong time.

Paul Bebenimibo, who spoke on behalf of the former militant, said the purported statement was trending on social media, adding: “We wish to state categorically that the said publication is not from Tompolo, rather it is the work of those that have sworn to kill him by all means, but Jehovah God forbid. “Tompolo has stated before now, that he will not resort to violence or destroy oil facilities because of the issue he is having with the Economic and Financial Crimes Commission, EFCC. “No amount of provocation and persecution can make him to destroy the country that he has helped to build in recent time. He will wisely continue to pursue his course legally.” The media adviser to Tompolo also added that, “It is his (Tompolo) prayer for those that are pushing for his death to have a re-think as he believes fervently in Jehovah God, who sees the heart of every human being, knows that he has no evil intention against Nigeria or any individual. Therefore, he will come out stronger in the face of these temptations and trials.” Meanwhile, there is trouble in the Niger Delta region over the recent moves by the Economic and Financial Crimes Commission (EFCC) to confiscate assets belonging to Tompolo. Over the weekend there were divergent views regarding the verdict of a federal high court in Lagos. The court ordered the confiscation of assets belonging Tompolo, the ex-General Officer Commanding (GOC), Movement for the Emancipation of the Niger Delta (MEND). And some Niger Delta activists declined to speak on the matter saying Tompolo should have complied with the order to appear before the court, especially after a bench warrant on him was renewed.

Malcolm Turnbull is pressing ahead with legislation to overhaul Senate voting laws, arguing it will empower citizens to make their own choices despite protests from numerous crossbench senators who feel they will be disadvantaged.

So, what will change when Australians head to the ballot box to cast their vote? Here we explain the revamp and how it compares with the current system.

What is the current system to elect senators?

In a normal federal election, voters receive two ballot papers – one to decide who will represent their local electorate in the House of Representatives and the other to elect representatives for their state or territory in the Senate. The Senate voting papers are divided into two sections and allow people to express their views in one of two ways.

The simplest, and by far most popular way, is to vote “above the line”. This means people mark “1” for a single party or group and do not mark any other preferences. If their first choice falls short, their vote is reallocated to other candidates, but it’s not their personal choice. The party or group they vote for above the line decides the order of the preference flows, via “group voting tickets” filed with the Australian Electoral Commission.

If someone wants to control their own Senate preference flows, rather than leaving it in the hands of the parties, they must vote “below the line”. This requires people to mark the order of their preferences for all candidates standing for election to the Senate in that state or territory. This can be an onerous and time-consuming process that sometimes involves selecting more than 100 candidates. In 2013 New South Wales voters were presented with a Senate ballot paper that was a metre long. The text was small and the AEC had to provide voters with plastic magnifying sheets.

What are the main changes?

The big changes are to abolish group voting tickets, the party-submitted mechanism for determining how preferences flow for people who vote “above the line”, and to enshrine optional preferential voting.

Senate ballot papers will tell people they can vote above the line by numbering at least six of the boxes in the order of their choice. They would mark their first preference with a 1, their second preference with a 2, and so on. Supporters of the plan say this will take preference flows out of the hands of “backroom operators” and give a greater say to individual voters.

What happens if people vote for fewer than six options above the line?

The legislation, tabled in the lower house on Monday, shows the new “advice” for people to number at least six boxes above the line is a recommendation and not a requirement.

Turnbull says if a person numbers only one square above the line, or marks fewer than six preferences, the vote would still be counted. This appears designed to allay concerns that the changes would lead to an increase in “informal” voting and disenfranchise some voters, bearing in mind that people have been told for years that they could just vote once on Senate ballots.

If someone marks their top preference and nothing else – and that group falls short of a Senate quota – the ballot paper is “exhausted” and there will be no preference flows to others. If a voter marks 1, 2, 3 next to their top three choices, the preferences would “exhaust” after the third choice falls short.

Are there any changes to the below-the-line voting?


Regardless of the planned changes to above-the-line voting, voters will still have the choice of voting below the line. They will be told to number all choices if they vote below the line. But the government says the legislation will “reduce the number of informal votes by increasing the number of allowable ‘mistakes’ from three to five, as long as 90% of the ballot paper below the line is filled in correctly”.

What about toughening up party registration requirements?

The joint standing committee on electoral matters also called for an increase in the number of members needed to apply to be a federally registered party, from 500 to 1,500. But the government did not put this measure in the legislation, citing a lack of parliamentary support. The legislation includes a ban on individuals holding relevant official positions in multiple parties.

Why is the overhaul so controversial?

Criticism focuses on what the changes might mean for the makeup of the Senate, which serves as the house of review on government legislation. The Liberal Democratic party senator for New South Wales, David Leyonhjelm, says it will be “extraordinarily difficult” for minor parties to win seats in the Senate, which would end up being dominated by the Coalition, Labor, the Greens and Nick Xenophon.

Labor has been divided on the issue, with some senior figures fearing it will improve the Coalition’s electoral prospects in the upper house. But a spokesman for the Labor leader, Bill Shorten, says “it is not in the nation’s interest or our economic future to give the Greens party the balance of power in the Senate”.

Labor’s shadow special minister of state, Gary Gray, who served on the committee that recommended changes, called for reforms to “accurately translate the wishes of voters into winners and losers in the parliament”, but the Senate leadership, Penny Wong and Stephen Conroy, have vehemently opposed the changes.

Will it pass the parliament?

Yes. Even without Labor’s support, the government has the numbers to get it through the Senate thanks to the backing of the Greens and Xenophon, who say it will allow voters to decide their own preference flows.

How does the move affect timing for the 2016 federal election?


The bill has been referred to the joint standing committee on electoral matters with a reporting deadline of 2 March, paving the way for a debate and decision in the Senate before parliament rises on 17 March for the pre-budget break. The AEC, which is planning an education campaign, has said it needs at least three months between the passage of the legislation and an election to implement them.

In theory, that would still leave open the option of a double-dissolution election held in July, in which all senators would face the voters. But the government would have to dissolve both houses on the day after the budget is delivered to avoid falling foul of the ban on such elections in the final six months of a parliament, resulting in an unusually long election campaign.

The earliest date for a normal general election for the House of Representatives and half of the Senate is 6 August. Turnbull says he is “working on the assumption that the election will be held at the normal time, which is August/September/October”.
Does the bill affect the House of Representatives system?

No. House of Representatives ballot papers list all candidates for the local electorate and people will still have to number all squares in the order of their preference. Although parties routinely provide people with “how to vote” cards on their way into polling stations, these are merely recommendations.
